These are states that required photo IDs in 2024. Democrats won SEVERAL contested congressional districts in those states.
Competitive districts in Georgia (#2), Ohio (#9), North Carolina (#1) were all won by the democrats in HIGHLY CONTESTED races.
so if Dems can win with photo ID why are they so against it?

What evidence? There wasn't any evidence. Hearsay isn't evidence.
They recounted the ballots, they tracked down the details of the voters. They verified the document and custody chains. They decompiled the program code. They investigated the specific allegations and the alleged video evidence. They ran statistical analyses. They were thorough and were run by numerous unrelated groups of investigators who all found insufficient evidence.
But they did find a few cases of electoral fraud, none of it sufficient enough to change electoral outcomes, and none of it was organized.
The whole stolen elections rubbish was just another one of Trunb's tens of thousands of lies.
And the 'America First' act is a misnomer, just another "papers please" fascist endeavor. The non-citizens among you, alienated, impoverished and exposed, will become the source of disease in your communities and they will be forced to commit crimes just to live because legitimate income and health services will be denied from them. It will make the USA even more like one of those 'shithole' countries than it is now.
There are already numerous checks on electoral integrity and there are already databases of nationality of US residents (how do you think ICE selects its victims?) and of voting applicability. Adding yet another database and ID doesn't make things any more rigorous and is another 'big government' thing that public money must fund (it definitely won't add to the US economy).

Because it's an expensive waste of effort, predicated upon a lie, used as propaganda to keep a tyrant in power.
There are so many more genuine US citizens, that any tiny percentage of poor and undocumented people could never hope to threaten or overturn the US way of life, economy or political system.
Undocumented immigrants pose no national threat. There are sufficient policing forces to deal with the few criminal ones. They must fly under the radar and so they have no political voice and therefore no way way of gaining political power, and historically, they are on average better behaved than US citizens because they try to remain hidden and unnoticed.

Also one has to look at who does and does not have a acceptable ID, as in a driver's license.
