I don't see ghetto culture as a racial thing though, people love a bit of peaky blinders so it's not like romanticising criminality is a racially motivated cultural thing, if it's alluding to "black culture" that's why I mentioned SE USA or bible belt USA where "black culture" is historically way different that what's found in LA or New York, ghettoes are cesspits where the worst human traits are seemingly a necessity, stooping low isn't a racial thing imo.
