He would have been given a mouth swab test at the scene which tests for traces of cannabis and or coke so seems he tested positive.

Then a more detailed test at the Station to determine if he was above the proscribed limit so as he wasn't charged seems he wasn't.

There is a level that they will charge you at.

But no, it's not ""legal"" to have cocaine in your system when driving.

"While the limit is not technically zero, it is sufficiently low to ensure that any intentional use of cocaine will almost certainly result in an individual testing above the permitted level."

Yes.  Just like if you have a little bit of alcohol in your system so long as you're not over the limit you are OK.

Possession is a different matter.
