Well, Wikipedia says it did have a nuclear program helped by N. Korea. So prove they did not have any nuclear weapons (supplied by N. Korea?).

When something that deep down gets buried, highly unlikely any radiation will have leaked to the surface that quick, if any. If you apply a modicum of comprehension to what the American General at the Pentagon explained very clearly, burrying the production area beyond repair or further access was the target and mission. 
Even the American's wouldn't want any radiation leaking now would they?
Again, and I know I'm wasting my breath, but I'll try one more time, where is your evidence that the complexes were "empty" and what do you mean by "empty".
