It's been done in smaller strikes like Yemen. But typically if the ramifications can be full scale war, they seek the approval of congress. Bush got congress to vote on Iraq before going in.
Saying it's been done before though, doesn't mean it's OK. It just proves that this admin is like the rest, and really we just see a continuation of similar foreign policies.
We even see people justifying it with blind trust for Trump and his decision making power. But, the constitution was set up so we didn't have to rely on such trust. It created a government that had checks and balances so that there had to be a level of agreement for huge decisions.
That's all gone, to your point maybe has been. There is no respect for the constitution, and the powers it laid out.
