They are not talking about taking out ground targets with space lasers, if that's what you're wondering. But mirrors spring to mind, possibly for shielding ballistic missiles and/or their warheads. Lasers don't really work very well in the atmosphere, which is why modern laser weapons are generally designed for relatively short ranges.
