I think you’ve hit on the main issue.  There are at least 4 possible groups in Iran that Trump could theoretically be talking to and they all probably have different and conflicting interests. There’s the IRGC, there’s the head of the Theocracy (supreme leader & company), there’s the secular government, and there are still probably some representatives of the old Shah kicking around. That’s probably the order of decreasing power and influence and probably the reverse order in which Trump would prefer to negotiate to get a story he would like to believe.

 I think the IRGC is calling the shots and they’re the ones saying there’s no deal.

Donald Trump is seeking a one-month ceasefire with Iran and has submitted a 15-point peace plan as Washington hunts for a swift offramp from the war.   Middle East envoys Jared Kushner and Steve Witkoff are working on a framework involving 'the declaration of a monthlong ceasefire period, during which the sides would negotiate,' sources told Israel's Channel 12.  The 15-point plan, modeled on Trump's Gaza deal, was confirmed by two officials briefed on the talks, the New York Times reported. 

It includes Iran dismantling all of its nuclear and long-range missile capabilities, as well as opening the Strait of Hormuz, and abandoning its ties to proxy terror groups across the Middle East.   The proposal outlines reciprocal benefits for Iran, including assistance with advancing its civilian nuclear program, as well as lifting all sanctions imposed by the international community.  Pakistan delivered the plan to Iranian officials with a 24-hour deadline to respond, Haaretz reported.

Im screwed personally from a work-related issue.

The political/war discussions are just a distraction; personally, life is challenging enough at the moment

Could well be the case but I'm not sure they would film such a presence. A little bit of digging indicates Kermenanshah is Iran's largest Kurdish populated city and close to the border where Iraqi kurds launched a limited offensive a couple of weeks ago which would also be an easy way to smuggle footage back out of Iran which would be the best case scenario (alongside SF taking out IRGC).

Worst case scenario is it could be regime footage of false flags to deliberately cause an insurgency/maximum chaos in their death throes or ISIS-linked movement as such footage/distribution fits their traditional recruitment efforts but I imagine other outlets would have reported on the footage originating on Jihadi sites if that was the case.

Is Starlink or similar available in Iran - I've not paid any attention as to if that or similar networks are available to help Persians in Iran.

Starlink works in Iran.
It’s illegal but they say there’s about 50,000 units in country.
The regime has been proactively blocking, jamming and hunting dishes.
SpaceX made it free there but with all the jamming and hunting, it’s a crap shoot using it.
The regime has already seized hundreds of them and you can only guess what they’ve done with their owners.
I’m sure there’s a few smart disciplined people using it effectively.
This would explain some of the video and information that’s been getting out despite the military hunting them.
