The US signed and ratified all 4 of the Geneva conventions in 1949.  They are treaties and therefore carry the weight of law under the Constitution.  Congress codified the content of the conventions into federal law under the War Crimes Act of 1996.  

Have you ever read the Presidential Oath of Office?  It consists of precisely one sentence: "I do solemnly swear (or affirm) that I will faithfully execute the Office of President of the United States, and will to the best of my Ability, preserve, protect and defend the Constitution of the United States".

That's it.  The POTUS' job description consist of only two things--accept that the Constitution is the highest authority of the nation  and faithfully do what the Constitution says that the POTUS shall and shall not do.  One of the things the Constitution directs is that the President shall take Care that the Laws be faithfully executed . . . (Article II, Section 3). The term"shall" means that it is obligatory.

If the POTUS is doing his/her job, he/she will follow the Geneva Conventions.

We weren't talking about the Geneva Conventions.
We are talking about the United Nations and other international 'law'
that have no jurisdiction over our sovereignty.   If we say something
has to be done for self defense, then we can defend ourselves.   
International 'law' has no jurisdiction to say we can't.
