Poland officially joined NATO on March 12th 1999.

Where are these NATO bases in Ukraine? Or Georgia?

They were being constructed in Tbilisi , but NATO had to stop and my father had to leave the country due to the Russian tanks incoming. 
The whole point of this conversation is that NATO attempted to grow when it had previously agreed not to, and if they had not been poking the Bear then this invasion never would have happened. 
Putin even said it this month ,that if Trump had been president the last four years , he would not have invaded.   
It's all related, Russia didn't invade in a vacuum for no reason.

You have to remember that you are in a conspiracy forum, and not Sky News or Euronews, and I am only humouring your very basic questions due to their entertainment value. 
This whole Western , Anglo-sphere/NATO vs BRICS dichotomy we are essentially discussing is a case of the tail wagging the dog.  Whether the military contractors and the NGO come in first, or application for NATO largely due to this behind the scenes pushing, is first, is ultimately irrelevant. 

A lot of these 'NATO bases' are not public knowledge and I am not at liberty to discuss locations due to my former and my father's former security clearances.  Suffice it to say, they are exactly in the capital and major cities you would expect them to be.  The fact is, you seem to be playing devil's advocate at best, or willfully ignorant at worst.  I am not going to name corporations or locations, as that is not proper, to put it lightly.

RE NATO expansion, there was never anything formal signed but this informal conversation and agreement in the time of the Cold War and after are what is fueling that side of the argument.  Here is some basic history:

Poland has been used as a staging point forward into Ukraine , in case you didn't notice.  There are no torpedoes involved.

Really? That would imply NATO forces going into Ukraine. Not happening.

I just pointed out that NATO did have good reason to be in Poland after it joined NATO in spring 1999.

Please do tell me where those NATO bases of yours in Ukraine might be.

Obviously, if you can't because of security clearance reasons I will give that all possible due respect.... Lol
