Isn't this something Congress would have to do?

Think they'll use tariff money to cut taxes and pay off the debt? That is like asking a dog not to eat a pork sandwich.

Good question.   
Who authorized stimulus checks when they went out?
I would imagine the same people would do a tariff rebate check.
It was the CARES act that sent out the 2020 checks, right?
And it was the American Rescue Plan Act in 2021, right?
Acts require congress, right?
The Treasury Dept, the Bureau of Fiscal Service and the IRS were involved, right?
