In my experience, the vast majority of politicians firmly and deeply believe they are doing things for the betterment of their constituents. This is not true of people who have narcissistic personality disorder, some of whom get into politics to assert themselves over others. These narcissists are always corrupt as everything they do is for themselves, not for their constituents. Unfortunately, reasonable normal people are poor at identifying and protecting themselves from the deviousness of narcissists. Additionally, only a tiny number of politicians are good administrators. Hence the usual politician implements law changes that are impossible to monitor for effect, and that have no backout options if they fail to perform as expected. In my time in politics, I can truthfully say that I have seen very few who were good administratively. Instead, most politicians (and non-politicians) implement something with full belief that they cannot be wrong. The same absence of cross-checking, monitoring and back-out contingency also infects business leadership, and consequently many businesses only stay operational entirely by accident.
