Operator generally means in charge of monitoring reactor cores or turbines to keep everything running properly and avoiding criticality rather than phone operator so degrees in nuclear physics would be essential/minimum requirement followed by work placements/apprenticeship on the job training. The user certainly seems to know their stuff and is providing a balanced overview disputing misinfo on both sides.

They rightfully pointed out an error I'd made earlier but I still think the regime poses a far bigger threat on the chemical and biological weapons side rather than nuclear.
