They said they couldn't come to a conclusion because they didn't have access.
And they said that what they did find was troubling.
That's not a declaration of 'no nuclear program'.

If was also verified after the alleged uranium sites were bombed that there was no radiation detected.

You can't use 60% enriched uranium in medical devices that require 18%.
