If we relied on the popular opinion of the American people I don’t think this war would have happened.
So no, we don’t. We don’t really follow the older rules for waging war either. Basically now the executive branch decides and Congress makes sure they don’t have to attach their names so they can run for reelection.

No. That was a Reuters/Ipsos poll.
