No, overall strategy is not always classified. In WW2, get Hitler. In Iraq get Saddam. Ground invasion, regime change.
The idea that blowing up all the public energy infrastructure is going to stop the missiles and nuke development ain't adding up. Even if it goes scorched Earth and Trump nukes the place, there will still be ongoing resistance with how well dug in and prepared Iran is. What that will do is further escalate with other nations already struggling with the oil shortages.

But i thought hopitols were required to have backup power systems for that very reason.
Large diesel generators being the most common, with fuels set aside.
Even in Cuba, you would imagine that would be the case.
