I believe Russia's past President does not speak for Putin, Lavrov does that, as Trump's advisors must know, right? What with Trump's admiration of Putin and now Putin laughing at him, Trump's ego took a large blow, so send in the nuclear subs ... for what?

It's difficult to know if all the piers were destroyed or if some are still operational. I would tend to agree with you that since there previously were severe earthquakes in that specific region one would think the Russians would have built all infrastructure to withstand those destructive forces.

Lavrov, speaking for Putin, fits the usual Russian narrative.

Putin rarely comments directly.

As for nuclear subs, any such move would be more about deterrence than action.

Still, it's dangerous posturing all the same. 

But i think the boats are simply on patrol as they would be any other time.

The article doesn't describe what kind of "nuclear submarines" he's talking about, but I assume that he's referring to "boomers" that carry a large number of sub-launched ballistic missiles instead of attack subs that mainly go after other ships. And I assume that those boomers he's talking about are already at sea.  The thing is, those sub-launched missiles on the boomers can fly half-way around the world, so they can basically target any point on Earth from being stationed at any point in the ocean.  Saying that they have been moved to "appropriate regions" doesn't change anything since they are pretty much always in "appropriate regions".

We also follow the same rules with movements of British submarines, and know it's all just posturing by Trump to let Putin know he needs to keep his dogs on a tighter leash.
By letting Medvedev and the Russian media bark, Putin can keep out of the squabble and maintain face, being able to maintain a 'safe' distance from WW3.

This whole thing seems to be just another "look here blah blah" to me and is just a distraction from all the things that slip under the radar.

The fact that naval maneuvers would or should be broadcast to the world says a lot me thinks.

A game of open words would never reflect what is actually going on.

The only thing I could imagine being of benefit in this announced move would be to position US subs in certain places to scare the real target (not Russia) and use distraction while letting the actual target consider their guilt.

Ukraine is in dire straits and sure as cause and effect will be collapsing if NATO does not send in massive amounts of manpower. What is happening is a mobilization for a ground strike against Russia from Romanis for one, Kazakstan for two plus all the other NATO countries on Russia's border. Roads are closed at Night in Romania as troops pour in. Russia must be getting very nervous hence the rhetoric building. The western public are kept totally oblivious to the pending danger it must be a new style propaganda where the people paying for it seem to be oblivious of what they are paying for.
  It is logical to suggest that when all the troops are in one place ready to do what they have been paid to do. Russia will have little choice but to get a bang for their bucks. One thing is for sure that if it goes off with nukes I doubt whether there will be many low earth satellites left working, Now Britain is calling the people to get at least 75 hours of survival gear in place along with Europe It sounds like this is going to go off sooner rather than later.

I personally think that the 'survival gear' is because of the continual attacks on Europe and Britain's infrastructure from foreign countries. Eventually one is going to get through and could cause absolute havoc.

Ukraine has kept Russia at bay for 3 years now with massive losses to Russian armed forces with the help of it's allies supplies in trying to defend its sovereign territory, Russia has shown that unless it used it's nukes, it wouldn't stand a chance with a larger armed force, a country like Poland would be a massive problem to Russia, let alone the E.U. or NATO. Ukraine has shown that Russian forces aren't really up to scratch.

Russian media likes to threaten the west with total nuclear annihilation as a show of force for not just it's outside enemies but it's own population too. Trump broadcasting his intentions with his subs could simply be a bit of one-upmanship to put Medvedev on the spot and make Putin bring him to heel. Lavrov and Medvedev are just Putin's mouth pieces so he has deniability.
