Russian law be damned. The first country to throw the spicy megaton lob at another country will probably cease to exist also Just my opinion.

So Russia ratifying MAD is obtuse and silly.

In any event nuclear preparedness (to use them, I do not mean to be prepared for a nuclear stoke against oneself or country here) is something that must be X exerted and executed with astute diligence. Lest the machinations and plans put into place many years ago may go sideways if a country neglects their nuclear programs.
