He’s using other legal framework to add an additional 10% on all countries.
This comes off as vindictive that courts ruled his actions unconstitutional, so he’s upping the ante… Which goes to my point earlier a lot of these have no plan and are arbitrary. This is our nations economy, and he’s letting his pride govern it. Some domestic companies rely on foreign inputs for production, this takes away a competitive edge. We don’t produce every known material in the world, which is why tariffs should be thoughtful and have a clear plan. Im sure we’re close to another lower court ruling, and another SCOTUS appeal. So we go through the song and dance again because pride is mad an action was unconstitutional. It was so stupid obvious from the beginning the courts would shut this down.

Lutnick bet against the tariffs
seems reasonable to believe Lutnick was expecting this decision so it's reasonable to believe Trump was also expecting this decision I just think there's a bigger strategy at play, here

Supreme Court was clear in saying this is a constitutional matter of taxation, which is authority under Congress by the constitution. You can pick as many obscure justifications as you want, none of them will supersede the constitution or SCOTUS.
