She was illegally impeding them from doing their job and the second that they gave her an order to get out of the car, she was considered 'detained'. When she left and tried to run over the LEO, she was again breaking the law. She wasn't trying to move the car and even if she were that was in direct opposition to the legal order she was given to get out.
