Erm that's a tricky one. I'd say taking Ukraine back into the Russian near abroad will go some way. Maybe a few other old SSR's too but they aren't that imporatant and will always become dependent on Russia one way or another. Taking back Ukraine will be seen in Moscow as a stroke of genius after everything that has happened since the 1980's. Peter the Great v2.
