It's an obvious move by Netanyahu to gain direct access to US military and bypass the annoyance of having to constantly buy off politicians, beg for permission or use blackmail and most of all, they can avoid public scrutiny by keeping operations discreet overseen by a single authority
If the UK wanted to use the US military to strike or invade its adversaries, a partnership would be an issue
