What is your government doing about the big drug players causing addictive drug use (through giving free drug samples to get people hooked) and perhaps causing homelessness through addiction. What is your government doing about economic inequality through crafting fair and equitable tax policies? What is your government doing about sending in counselors to the streets to offer advice and help getting off that trap, or creating places for people to go for help?
Homeless people also include low wage earners and people who are just one paycheck away from eviction and lost the toss of the dice.
The problem needs to be handled from the top down first, but it is being ignored as usual because it costs time, money, and effort. Rounding up addicted homeless people is the easiest way to fulfill an agenda to appease a political base that can't or won't understand the complexities of society and how to combat, in a meaningful way, symptoms of a system down; deflection at it's finest.
