I know smack heads that hold down jobs xuenchen, same with people with mental health issues. 

I also know hardened criminals who have changed their ways, paid their debts to society, and gotten on with life.

People can be productive and still have serious issues to contend with.

Are they in Labor Camps or extended homelessness like being suggested?
