Perhaps someone could enlighten me as to what that term means legally, as I am unable to find that term in any US statute.

Can you charge someone with a crime that is not defined in law, and without due judicial process, and the alleged crimes were supposedly comitted entirely outside the boundaries of your legal jurisdiction?
