Can you charge someone with a crime that is not defined in law, and without due judicial process, and the alleged crimes were supposedly comitted entirely outside the boundaries of your legal jurisdiction?

It does appear that there are legitimate charges against Maduro for crimes against humanity, but those are best served by prosecution in the International Criminal Courts.
