They already have as much money as they need. That's not an issue. Specific appropriations would only be a tool for making a splash utilizing them. It's interesting to note that unlike the House meeting, the Senate subcommittee members have much greater security clearance and are read into many more areas. Hence the closed door meeting, which in their best case would go something like: "So what's up AARO? Nothing? Cool.", followed by positioning themselves for whatever public posturing must be done.

It's telling the order of the meetings: closed-door first, then a public on-the-record. One might naively think it should be the opposite.

Who knows. I'm only speculating.

Here's the paragraph the media are picking up on:

Of the 392 FAA reports received during the reporting period, only one report mentioned
a possible flight safety issue during the event. In this instance, a commercial aircrew reported a
near miss with a “cylindrical object” while over the Atlantic Ocean off the coast of New York.
AARO continues its research into, and analysis of, this case.

Edit: Spoiler alert: Balloons and birds. The phrases "possesses no data" and "received no reports" occur often.

Here's a handy Catch-22:

The majority of AARO’s case holdings remain unresolved due to a lack of data needed to
further analysis. Without sufficient actionable data, these cases cannot be researched or
analyzed.

See, they can't research, investigate, or gather more data because there isn't enough data available to do so.

AARO S&T has
published a number of educational reports identifying key artifacts that arise from sensors (to
include parallax effect and Starlink flaring) producing performance characteristics of phenomena
seeming to exceed state-of-the-art capabilities leading observers to perceive and report these
sensor artifacts as anomalous phenomena.

NASA is a subordinate agency of the Department of Defense.

Someone once told me that the entire point of NASA "quasi-governmental" façade, was to  give a point of entry to "private" enterprise participation, creating a way to 'remove' things from government oversight by shifting "ownership."

But I wouldn't know about such things...
