No amount of bombing will make them hand over the uranium. The only way to get it is to go in and take it. And that will take a lot of boots on the ground and a lot of casualties. And that is what Trump has been avoiding like the plague. That’s why he has relied very heavily on long range standoff weapons up to this point.
All previous presidents knew this because they listened to their professional military and intelligence analysts. Trump has fired all the competent advisors in the government and just goes on hunches and gut feelings.

I try not to delve into the minds on mad men. So I can not begin to imagine what goes on in his head. But if memory serves, I do recall that reason being discussed on a few networks and radio shows.
