But I do think Trump sending troops to mainly democratic states is his attempt at sending a 'message'

I"m sure he's enjoying the power thing over them since the Democrats tried to destroy him.
No doubt.  

But I do think sending the Guard into DC was necessary.
I told the story earlier in this thread.
We used to go there all the time.  We live 2 hours north.
Spent a lot of time there.  It was fine.  But then it changed.
Trash everywhere.  Criminals everywhere.   Homeless everywhere. 
Lots of places boarded up.    
It wasn't safe.   We stayed away.   The troops going to DC were necessary.
DC couldn't keep up with the crime and the problems.
