Well if that is what is happening, and they are carrying a legal amount, then laundering over a hundred million dollars surely would take a lot of trips and a lot of briefcases, surely this would be illegal in some way? 

The law only allows 'hard earned money' that is legally earned to be transported. These funds however ,if you hadn't forgotten, are from FRAUD.  Therefore transporting them out of the country is ILLEGAL.

No one is suggesting all Somalians or Ukrainians are corrupt, only that because thier respective countries are riddled with graft and corruption means we should be more diligent in our accounting work, and perhaps be less giving till we are sure we aren't getting flim flammed.
