I think they've simply run the numbers, and the potential damage from testifying outweighs any potential consequence from refusing.
Administration (Cabinet members) and others operating under the direct authority of the Chief Executive Officer (US President, all share a logically necessary 'consideration' for compulsion to testify - they are literally sources of classified information:

In the course of any investigation, information sensitive and even dangerous to the nation is vulnerable to abuse and exploitation.

That seems to be the driving idea behind "executive privilege" and other such "reasons" to withhold.

And it makes sense to do this... since the release of such information can be threatened...

Are the hands of justice tied?   

Yes... yes they are... or are they?   

The need doesn't vanish because someone can hide behind a construct of governance.
And then, there is the saving grace that people haven't been inclined to forget...
believe me, much of our past generations of citizens were somnambulists...
voting party lines like lemmings...

Even now, that legacy remains in those who choose to deny reality...
that the "side" doesn't make a damn difference to those who exploit and lie to succeed...
and there may even be those who measure 'success' in terms of what they "get away with."

What side one is on is not a "moral" decision for them... it's one of expedience.

I agree.

When people in positions of power face no consequences, it erodes trust and makes it harder for societies to believe that fairness is even possible.
 
When accountability disappears at the top, it sends a message that rules are optional for some and mandatory for everyone else. And then people stop believing fairness is possible.

A system doesn't collapse because one rule is broken, it collapses when people stop believing the rules matter at all.

I think we need to get a new system where the people have the power, but humanity need to be ready for it.

A system built on genuine people‑power only works if the people themselves are prepared to carry it. 

I think humanity should move in that direction, but it's a developmental process, not a switch you flip.

I agree wholeheartedly, and it is obvious how Trump and those that are abusing power think about the common man as evidenced when Trump toured that Ford plant and a worker called him a 'pedophile protector' and his response was apparently the middle finger.

Your Congress is suppose to be the voice of the people but they are silent. It's quite sad to watch.

I always felt that if the world were functioning properly, "Congress" and "voice of the people" are cohabitants...

but turns out the voice of the people has been utterly beaten back...

"Congress" is now the "voice of the party only."

People's voices are only acceptable as 'party and partisan support.'

Otherwise social brutalization will follow.

The redeeming point of the multi-level representative democracy system the Constitution established was it attempted to get them to play their game transparently, on an equal playing field with each other. If not the general public of course.

Perhaps I am biases in perspective... to me.. this is exactly the opposite of what was taught in theory about the government operations... as I learned otherwise... everyone with whom I discussed it - was from the perspective of "no longer (believe that)"

Younger folks may have learned this way earlier in life.. aside from the few who believe the older generations when they grab their banners and say "They would never do that"

Lincoln called them "office seekers" and likened them to a plague of flies (I think.)

Now the "parties" are just 'clearing houses' for appointee opportunities... if they ever were anything more, I can't say.

At any rate our entire operative representation seems unable to make this simple case of run-of-the-mill human sex-trafficking and slavery, international prostitution at an industrial level, James-Jones-like cult structuring, criminal support staff, grooming and training and recruitment efforts serving thousands of international celebrities as a 'social standing' gimmick....

Yeah... it's manifesting as if they just don't "get it"...
one might think, that's normal for them.

Even if they don't 'say' it is, they obviously feel it's normal to prevaricate, obfuscate, hinder, mock, and otherwise not actually address the thing they just 'don't get.'
Someone is naming names, but not accusing anyone of anything.
