Working royals.

It's my understanding that means royal family members who are doing the job and not just sitting back on their titles.  They have to work 6 months of the year ... going to functions and giving speeches and showing up at ceremonies in an official capacity.  Stuff like that.   If they do that t hen they get to stand on 'the balcony'.   If they don't do stuff like that then they are not 'working royals' and they are banned from 'the balcony'.

At least that's how I read it.   I could be wrong.  It's not my country.
