My first thought after seeing the Hellfire video is that it could involve a multi-chamber balloon... it appears that way.
Militaries use these types of balloons for electronic warfare, etc... If one chamber is punctured by birds or even a missile... the remaining chambers can maintain lift, allowing it to stay operational.
Multi-chamber designs also support controlled altitude changes, enabling the balloon to ride different wind currents for passive navigation. Even after partial failure, they can descend gradually or maintain altitude.
If it was a military balloon, it might have been equipped with SIGINT or IMINT...
Not necessarily saying that’s what it is... just the first thing that came to mind.
