More like both the officer at the hood that get hit after watching the officer physically interacting with the diver door where Good starting to move the car had reasonably to fear for serious bodily harm or death.

Where he got hit. After Good backed up then accelerated forward with malice and intent. And after watching an agent interacting physically with the driver’s door where Good also endangered that agent’s life.

Administration officials have defended the ICE officer who shot Ms. Good as she pulled away in her SUV, saying multiple videos of the incident show that he acted in self-defense. But several former law-enforcement officials who reviewed the footage and spoke to The Washington Post faulted the officer’s actions.
They said the officer — identified through court records as Jonathan Ross, an employee of the agency’s Enforcement and Removal Operations division — placed himself at needless risk, escalated the situation and went against best law enforcement practices during the incident. Law enforcement officers should not position themselves in front of vehicles, and they need to try to de-escalate confrontations and must generally avoid shooting into moving vehicles, these officials said.
“It was really an unnecessary shooting,” said Dennis Kenney, a former Florida police officer and a professor at the John Jay College of Criminal Justice in New York.
“If you’ve got time to shoot, you’ve got time to get out of the way, which we saw in this case. The guy was clearly able to avoid being impacted by the car.”

The agents told her to get out of the car.
She ignored the order.
The agents had her car surrounded, where an agent went to open the drivers’s door for an extraction.
Good to avoid apprehension decided to move the car then accelerate to avoid law enforcement and endangering the lives of the agents while one agent was physically interacting with the driver’s door.

As far as trump accusing opponents of lawfare??? If you were paying attention you’d know that is 100% fact. They illegally spied on Trump and Senators among other “lawfare” gestures they’ve done, it’s been endless.
All US citizens (and many from other countries) are universally spied upon all the time by the NSA, and that data is shared to other agencies (State and Federal). Trump has even, twice, signed off on the unconstitutional legislation that allows the the surveillance under FISA. Trump doesn't care about spying on anyone else enough to stop it.
