Many (both sides) will see what they want to see. Some will change their minds if it in some way benefits them doing so.

Having been military is not 'the wrong mindset'.

FWIW, Ross was a 10-year veteran of ICE in Minneapolis, much less likely to not know what to do.

It's pure unbridled speculation that the previous incident in June made Ross "trigger-happy."

We'd have to know how many other incidents he has been in and how those turned out, and the degree of difficulty of each interaction.

There was no intent to use her car as a weapon. 

As I see it the ICE agent was the aggressor. Was he in his right?  Probably. 

Were his actions necessary. I don’t think so.
