More of an adjustment technique than a management strategy. The traditional techniques are war, famine, disaster, and disease. It's a metastable equilibrium, in any country, as those factors are always somewhat in play. Poverty and economically forced migration are used to shift as well as cull. The management strategy would be the particular propaganda, social conformity, or authoritarian structure to conform the populace to the use of the technique to derive the desired result. That's what all those meetings were about. Not in so many words though.
