I have worked in fully remote indigenous communities all over Alberta and the NWT.

Regardless of what anyone thinks about how LGBTQ etc people are treated, they are treated as Two-spirit people and are protected and respected. 

This is not about transgender rights or issues.

This is about a mental illness that required proper treatment. Full stop.

Mental health facilities are sadly lacking in anywhere that is not a large city. There are a lot of problems in small communities where drugs and alcohol are much more prevalent than any mental health services.

I speak from direct experience…

As it turns out the shooter was indeed using many different types of drugs to either self-medicate for her mental illnesses or were prescribed, which I doubt, but the shooter said they were prescribed.

Your direct experience is spot on in this case.
