What I believe is being implied by that preliminary report is that the pilot flying that plane had under 1500 hrs of flight time, but not too much under, and the Captain's main job was flight simulator training, so what was being implied here is the pilot flying the plane under a restricted certificate didn't have much experience and rather than calling it 'pilot error' they are skirting around the elephant in the room and calling it 'pilot style'.
Frankly speaking, both pilots had low flying hours and should there really be any type of 'pilot style' at under 1500 hours flying time?
