I'm not a tough guy nor am I worked up. That's how I see your country and your dear leader's treatment of the Constitution.

The US incarceration rates rose sharply after 1980, probably correlating to three-strikes laws, longer sentences and the privatization of prisons.

It will be interesting to see if those prison cells vacated by prisoners shipped to concentration camps in South America will stay empty, or will be filled by those with lesser sentences (for the sake of not bankrupting the corrective services businesses)?

Also, if the US is blocking immigration, shipping out criminals (with suggestion that this will ultimately be in the millions) and it already has falling birthrates, I wonder who will do stuff to support its ageing population over the next few decades?

Seems like if that term was used in a legal sense, that you could make it mean almost anything.
