News now reporting that the guy they arrested wasn't arrested for shooting.
It was something else.
So we are getting conflicting reports.

My money is on the guy in the black shirt who gave the hand signal. I think it may actually be some kind of sign language. All I know is there was nothing on his arm to adjust and he does the movement just before the shooting takes place.
