These problems exist because of us not the dogs. All of us here know that 3 million wild dogs aren't manageable and can't be ignored but to cull them just to make the cities look clean for a few football games is exactly a good reason.
Morocco have had this problem for a while with out the need to kill these animals. It's only for doing it for the visitors.
As for rabies, there are many other animals that can get rabies, should we cull all of those too perhaps???

You better get started on killing all those too!
