What to know:

• Why the hold up? The Israeli Cabinet was expected to vote on the deal Thursday, but Netanyahu’s office said they won’t meet until Hamas backs down, accusing it of reneging on parts of the agreement in an attempt to gain further concessions, without elaborating.
  
• Is the deal at risk? It’s not yet clear if Netanyahu’s statements merely reflected jockeying to keep his fractious coalition together or whether the deal was at risk. A senior Hamas official said the group is “committed” to the agreement announced by the mediators.
  
• What would the deal mean for the war? The agreement would bring relief to the hard-hit Gaza Strip, where Israel’s offensive has reduced large areas to rubble and displaced around 90% of the population of 2.3 million, many at risk of famine.
