He is not doing the opposite.   Some he's stopped.   Russia/Ukraine he hasn't.  
His statement was typical Trump bloviating.

We absolutely can bring Biden in on the discussions of the Ukraine/Russia war.
He was POTUS when it broke out.  
He was POTUS for years while it raged on.
He was played by Putin and Zelenskyy both.
He is part of the discussion .. like it or not.
And clearly you don't like it.
