No, he isn't. Even in his last term of office Trump was showing symptoms of decline. That was more than 5 years ago. The symptoms have escalated, as they do.
Trump's doctors are giving him brain scans and cognitive tests at greater frequency than his scheduled ones.
He is bruising-up for no reason (and also is rarely filmed without extensive make-up, even at home or on the golf course).
He had a mini stroke on-camera, affecting his right hand side, and now is dragging his right foot and cannot walk straight. He has 'frozen-up' inappropriately on-camera several times.
He is falling asleep in meetings while he is being directly spoken to.
He can barely complete a sentence and cannot stay on topic. His recent diatribes make no consistent sense. He looses his train of thought and brings up irrelevant topics before even finishing the first. It's like he is heckling his own speeches.

I was also concerned about Biden, five or six years ago, with signs that he might be unfit for a Presidential role.
In hindsight, however, Biden carried out the role through that term of office without major issue and the economy did begin to recover after the losses of the pandemic.
This does not mean that
everyone else is forever unable to be incapacitated by cognitive decline.
The us-vs-them argument is childishly silly and beside the point.
Trump is currently as sharp as a planet.
