Given the fact that the entire shebang does not exactly appear to have been authorised nor sanctioned by the proper authorities or Congress.

It is okay, he's been arrested, and charged. Its all legit.

I don't think you are going to find anyone defending Maduro, but blindly believing the narrative here is misguided. The drug / gang narrative is just an exaggerated claim in an attempt to justify removing him from power to place a friendlier regime in his place. It's literally US military intelligence ops 101.

Venezuela was responsible for around 5% of cocaine in the US by our government reports.

At best, that increases the prices a little bit.

Cocaine isn’t even that dangerous anyways. It’s fentanyl and opiates that are the issue, neither of which Venezuela was a substantial source of.
