I think that even in the days of "Independent DOJ" that the Attorney General, and Assistants, etc. still took cues from what Presidents said publicly.
Without looking anything up, 'cuz I'm thinking of other things;
Many people were demanding or expecting Obama administration to go after the Torture Regime.
But Obama was all: "We have to look forward rather than back" (less than subtle cue).
So AG and DOJ didn't pursue it.
My thoughts: "What the hell!!! All prosecutions are investigating past crimes, you dip wad!".
