Helicopters can carry hyperspectral and infrared sensors. But they can only identify materials that are visible or exposed. They cannot see through a boat's hull, containers, tarps, or packaging. So they no, they cannot reliably detect drugs inside a boat from the air alone with any sort of infallibility. That's merely wishful thinking on the part of those trying to justify the action.

But i would imagine reliably identifying specific types of drugs from a helicopter would be extremely difficult and far from conclusive.

That aside, identifying specific types of drugs from a helicopter seems fraught with potential issues, moral, legal, and material...

Hint: It is neither fuel, nor explosive. Answer: Drugs. You can turn $100 dollars worth of 'petroleum' into $1 million dollars worth of pharmaceuticals, or "street" drugs... (if you have the tech and resources.) So yeah... I can see someone contextually referring to "oil" as notional "drugs." |
