On November 13, 2025, the U.S. Navy guided-missile destroyer USS Stockdale (DDG-106) intercepted a sanctioned Russian oil tanker named Seahorse in international waters of the Caribbean Sea, near the Venezuelan coast.
The tanker, part of Russia’s “shadow fleet” and flagged under Comoros (with ties to Russian operators), was en route from Cuba to deliver naphtha fuel to Venezuela, aiding the Maduro regime amid U.S. sanctions.
Rather than a direct boarding or confrontation, the USS Stockdale positioned itself directly in the tanker’s path, forcing it to make a sharp U-turn back toward Cuba to avoid escalation.
Since then, the Seahorse has attempted to approach Venezuelan ports twice more but retreated each time due to the destroyer’s presence, and it is now idling in a holding pattern in the central Caribbean.
Enforcing sanctions on Russia is working well, as sanctions without enforcement is not really sanctions at all.
