In it they are not working, they are following the agents and yelling "fuck you" and walking in front of them and getting in their way, outside the store. You can see one of the two make contact with an ICE officer in the vestibule, possibly trying to stop him from entering. Then the arrest happens.

There is a difference from fleeing vs being removed from the scene.  With how far was he removed. And how was he removed.  And how long after the incident was he removed.

I read it 4 times just to be sure I wasn't missing anything and nowhere does it say that "witnesses say he left the scene".

I also recall a witness saying he left the scene on one of the first videos to emerge, but that was it, whether he actually drove away and came back or went somewhere to collect himself is unknown. How are we to know without independent investigations?

He should have been detained and questioned, is what I am trying to relay to you here and to not just let him off the hook for any accountability because he may have been the one to escalate the situation due to his inability to properly know how to handle people who may be in fear (flight response) into putting himself into a position of potential harm thereby triggering more untrained actions endangering others.
