If the Philly Sheriff says ICE can and will be arrested, then that means they can't leave the scene of a homicide. I don't know how to make it more simpler for you to understand.

You are about as dense as it gets aren't you?   He left the immediate area as per protocol as to not interfere with the investigation. 

He was not legally able to stay at the immediate scene or the entire investigation would have been tainted. Would you rather the entire investigation be thrown out because he wouldn't leave the area like he was supposed to?

Like I said, did you even watch the video of the young American arrested at his job?  Dragged outside and bungled into a car, then later thrown out in the car park because ICE realised he was an American??
