Yep, quite remarkable really and as mentioned on page one (as far as I can see) this invasive brain tampering tech has a direct evolution from Delgado's work back in the 1960's - quite a freakishly disturbed individual and his comments at the 1972 U.S. Congress MKUltra hearings just about sum things up.

He also conducted 'experiments' on humans (including female psychiatric patients) without consent and apparently his main funding came from the Office of Naval Research and the Air Force AeroMedical Research Laboratory.
